Shay Lundvall was born and raised in Gillette and graduated from Campbell County High School in 2002.

While pursuing his bachelor’s degree and playing basketball at South Dakota State University, Shay spent his summers working in the coal mines and methane fields. Those experiences gave him a firsthand understanding of the industries, people, and work ethic that have shaped Gillette and Campbell County.

Today, Shay works as a Business Development Specialist at S&S Builders. His professional experience, community involvement, and years of public service have strengthened his commitment to creating opportunities, supporting local businesses, and building a strong future for Gillette.

Experience That Delivers

Mayor, City of Gillette | 2022–Present

As mayor, Shay works with utilities, developers, federal agencies, workforce boards, businesses, and community stakeholders to advance infrastructure, energy development, and economic opportunity.

His responsibilities include:

  • Overseeing multimillion-dollar budgets and long-term capital planning

  • Aligning regional workforce strategies with major capital projects and economic development initiatives

  • Representing Gillette in state and national discussions on infrastructure investment and workforce readiness

  • Building partnerships that help attract new businesses, industries, and jobs to the community

Gillette City Council | 2016–2022

Before being elected mayor, Shay served six years on the Gillette City Council, helping guide decisions involving city services, infrastructure, public safety, economic development, and responsible budgeting.

Wyoming Workforce Development Council

Governor Gordon Appointment | 2024–Present

Shay was appointed by Governor Mark Gordon to serve on the Wyoming Workforce Development Council, where he helps strengthen workforce programs and connect Wyoming workers with growing industries and career opportunities.

Wyoming Association of Municipalities

Board of Directors and Executive Committee | 2024–Present

Through his leadership with the Wyoming Association of Municipalities, Shay represents Gillette while working alongside municipal leaders from across the state on issues affecting Wyoming communities.

Throughout his career, Shay has helped build partnerships, secure investments, and advance projects that create opportunities for Gillette and Wyoming.

  • Helped secure Wyoming’s first nuclear construction contract for TerraPower, valued at $15 million

  • Established HUBZone certification and structured a federal joint venture valued at more than $14.5 million

  • Worked with Wyoming’s federal delegation on infrastructure legislation

  • Collaborated with state legislators on environmental regulatory legislation that passed both the Wyoming House and Senate

  • Published “Plant Spacing” in the August 2007 edition of American Nurseryman
